Shiga Kogen is in the center of Joshin‘etsu Kogen National Park and has been recognized by UNESCO as a “Shiga Kogen UNESCO Eco Park” for the coexistence between people and nature.
In this precious natural environment, alpine plants and virgin forests delight us with their beautiful seasonal colors.
In order to reduce the impact on the natural environment and wildlife, and to ensure the safety and privacy of visitors enjoying the nature and leisure activities at Shiga Kogen, advanced application is required when flying or operating unmanned aircraft (drones, radio-controlled aircraft, etc.).
If you wish to use a drone at Shiga Kogen (including for business, private use, or leisure purposes not involving filming), please make sure to apply for use in advance. To operate your drone please follow the precautions below.
- Do not fly drones in areas with fragile natural environments, such as wetlands and flower fields, or near habitats of rare raptors.
- Do not fly drones around private spaces or areas with high concentrations of users, such as near accommodations, outdoor baths, parks, and walkways.
- Always comply with the “Rules for the Operation of Unmanned Aerial Vehicles (Drones, RC Aircraft, etc.)” as set by the Ministry of Land, Infrastructure, Transport, and Tourism.
- Please make sure to review the “Guidelines for the Use of Drones in National Parks” as issued by the Ministry of the Environment.
- If operating drones at a ski area, obtain permission from the operating company and follow the instructions of the ski area’s management after receiving guidance from the Ministry of the Environment.
- Even if permission is granted, make sure that drone flights do not cause harm or disruption to others nearby.
- Drone flights during events should only be conducted if the event organizer or a designated representative has obtained consent from participants.
- This application applies to the Shiga Kogen area in Yamanouchi Town, Nagano Prefecture. If your activities extend into neighboring municipalities such as Gunma Prefecture or other adjacent areas, please check with the respective authorities.

How to Apply
To apply for drone use, refer to the instructions below.
Please note that drone flight permissions are issued solely by Wago-kai, the landlord association. The Tourism Association only receives and forwards applications and does not grant approvals.
- Fill and send us Shiga Kogen Drone Flight Application Form.
- Unless contacted by Wago-kai or the Tourism Association before your flight date, please consider your application approved. (We will only contact you if there are any issues)
- Visit the Tourism Association Office to obtain a visible bib on the day you operate the drone. Do not forget to return the bib once finished. (The office is open from 8:30 to 17:00.)
